The Pennsylvania Utility Law Project’s 2010-2011 LIHEAP Manual for PA Advocates is now available from the Pennsylvania Utility Law Project.

The Low-Income Home Energy Assistance Program (LIHEAP) Pennsylvania Advocates Manual is produced by the Pennsylvania Utility Law Project (PULP) for members of the Pennsylvania Legal Aid Network and others who assist low-income individuals.

It is not intended to be a substitute for direct legal advice in individual cases, but it is intended to be used as a general reference guide. Citations are provided in the footnotes. References and a sampling of forms are provided in the Appendices. Web site references can be found throughout.
