Pa. premium hikes deepen coverage crisis

Commentary in the Philadelphia Inquirer by Jonathan M. Stein and Kristen Dama of Community Legal Services about changes taking place in adultBasic, a state health-insurance program run by Pennsylvania's four Blue Cross plans. AdultBasic, which provides bare-bones coverage for people who cannot afford health insurance but who have too much income to qualify for Medicaid, is imposing a stiff increase in premiums and copayments which threaten to make it unaffordable for those it was designed to serve.
